Europe's rarest seal, driven off its beaches and into the sea caves by two thousand years of us.
There are fewer than a thousand Mediterranean monk seals left in the world. Not a thousand in Greece, or a thousand breeding pairs. Fewer than a thousand animals, in total, on the whole planet. The most recent count, in the 2023 IUCN assessment, puts it at between 815 and 997.
A bit over half of those are adults old enough to have pups. Other sources will hand you different figures, and NOAA's own species page manages several different ones in different paragraphs, so anybody quoting a monk seal number ought to say where they got it.
That handful of animals belongs to a species that once had the run of the entire Mediterranean, the Black Sea, and the Atlantic coast of Africa down as far as Mauritania. Homer's Odyssey has seals lying out on Mediterranean beaches. The Greek city of Magnesia put a monk seal on its coins. This used to be an ordinary animal that ordinary people saw.
The collapse was not one disaster. It was two thousand years of hunting for oil, skin and meat, and then, on top of that, industrial fishing, concrete and tourism. Between them they cleared the seals off every reachable beach on one of the busiest coastlines on Earth.
Monk seals did not begin as cave animals. Historically they pupped and rested on open beaches, like most seals do. Centuries of persecution rewrote the behaviour by simple arithmetic: seals that used open beaches were killed, seals that used inaccessible caves survived to have pups, and the species is now almost entirely cave-dependent.
The caves they pick are specific. NOAA describes pupping females preferring caves where mother and pup cannot be seen, with some light, more than one entrance so there is an escape route, low risk of a pup being washed out by swell, an interior beach with soft footing, and difficult human access. The best of them have underwater entrances, so the seal swims in and surfaces inside.
This is an adaptation with a bill attached. Cave interiors are more dangerous for pups than open beaches, because a storm surge can sweep a pup out and drown it. A species pushed into second-choice habitat by human pressure carries that extra death rate permanently.
The species survives in three separate groups, and they are not all doing the same thing. The biggest is scattered along the coasts and islands of Greece and Turkey, with roughly four hundred seals in Greek waters alone, spread across the Northern Sporades, the Kimolos and Polyaigos islands, Gyaros in the Cyclades, and parts of the Ionian.
One island does a startling share of the work. Gyaros holds somewhere between sixty and seventy seals, which is about one in every eight monk seals alive on Earth. The reason is bleak. It was a prison island under the military dictatorship, so nobody ever built a hotel on it, and the seals ended up with a coastline to themselves. Its waters are now permanently protected.
Cabo Blanco, on the border of Mauritania and Western Sahara, is the only place left where monk seals use a stretch of coast in the sort of numbers the old accounts describe. It is growing steadily, adding roughly six seals for every hundred already there each year. It is also thought to be about a thirtieth of the size it once was, which tells you how far there still is to climb.
Madeira has the smallest group of all, and it is going neither up nor down. One growing strongly, one growing, one holding still is a far more useful picture of this species than any single world total.
In the spring and summer of 1997, monk seals at Cabo Blanco began dying in large numbers. Within roughly two months, about two thirds of the colony was dead. It was the worst recorded event in the species' modern history, and because Cabo Blanco held such a large share of the world population, it took a serious bite out of the entire species.
The cause is still argued over. One explanation is an outbreak of morbillivirus, the same family of viruses behind mass seal deaths in the North Sea and the Caspian. The other is a toxic algal bloom producing saxitoxins, which build up in fish and poison whatever eats them. Evidence has been published for both, and the case has never been closed.
Either way the lesson was identical. A species concentrated in a handful of places can lose a large share of its total number in weeks, from something nobody saw coming. Conservation planning for monk seals has focused ever since on spreading the risk across more sites rather than defending one.
In 2023 the IUCN moved the Mediterranean monk seal from Endangered to Vulnerable, one step back from the edge. That is genuinely good news, and it did not happen by itself. Numbers and range have been climbing for about fifteen years, and the IUCN gives the credit to the people doing the work: protected waters, guarded caves, and a real drop in the number of seals deliberately killed.
It is worth reading the new label carefully, though. Vulnerable is still a warning, and this species earns it on size alone. The Red List has a rule for animals that are simply rare: if there are very few left, they count as at risk whichever way the trend is pointing, because a population that small can be undone by a single piece of bad luck. Fewer than a thousand animals, split into three separate groups, is exactly that kind of small.
The threats are still there. Deliberate killing by fishers whose gear or catch has been damaged remains one of the main obstacles to recovery in Greece, Turkey and at Cabo Blanco, and both shooting seals and setting off explosives in occupied caves have been documented. Entanglement in set nets, trawls and longlines kills sub-adults in particular, because younger seals approach nets more readily and are not strong enough to pull free. Pollutants, disease and low genetic diversity sit in the background of all of it.
